Municipal Consolidation using Cooperative Boundary Plans

Communities have taken advantage of the flexibility provided in Cooperative Boundary Agreements/Plans to achieve consolidation. 

Requirements of using Cooperative Boundary Agreements/Plans are:
  • Broad notice to area residents and jurisdictions 
  • Public hearing held jointly by all the participating communities 
  • Approval by all the participating communities 
  • Advisory referendum (if requested)
  • Review by the Department of Administration
