Requirements of using Cooperative Boundary Agreements/Plans are:
- Broad notice to area residents and jurisdictions
- Public hearing held jointly by all the participating communities
- Approval by all the participating communities
- Advisory referendum (if requested)
- Review by the Department of Administration
