Get to Know SBOP: Knowledge Management, Improvement & Training (KIT) Section

The following is the fourth and final in a series of articles highlighting the sections of the State Bureau of Procurement.

The Knowledge Management, Improvement and Training (KIT) Section is the newest section of the State Bureau of Procurement. Unlike the other SBOP sections, KIT is not directly involved with the procurement of products and services for the State. Instead, KIT focuses on helping update and improve current systems used in procurement, maintaining technical procurement systems (VendorNet and WISBuy) and providing data and market analysis to SBOP procurement staff. KIT responds to customer inquiries through the WISPRO helpdesk and provides account administration for many programs within the Bureau of Procurement. In addition, KIT is responsible for outreach and communication related to events within the Bureau of Procurement, including the monthly newsletter, coordinating the annual procurement conference, maintaining and promoting training courses for public procurement professionals across the state and attending events to promote the Bureau of Procurement and WISBuy.

Strategic Sourcing, Wisconsin eSupplier Portal for Bidders are Live!

Following several months of development and testing, the new STAR Strategic Sourcing module and the Wisconsin eSupplier Portal for Bidders went live on September 12! State agencies will now conduct bids and RFPs in the system and receive electronic bid responses. VendorNet will continue to be a valuable tool for posting bids for UW campuses and municipalities; however, all bidders will now register in the Wisconsin eSupplier Portal for Bidders to manage their company’s contact information and NIGP codes. SBOP Conference: Registration is Open!

SBOP invites procurement professionals from the State, UW System and municipalities to join us for the second annual State Bureau of Procurement Conference on November 16, 2017 at the Alliant Energy Center’s Exposition Hall in Madison.

The agenda for this year’s conference includes two general sessions and a variety of breakout sessions featuring topics such as One Procurement, STAR Strategic Sourcing Advanced Workshop, Public/Private Best Practices Panel, Market Research & Solicitation Development and more! Record Center Boxes Now Available Through BPAD

State agencies have historically purchased record center boxes from UW-Madison through Shop@UW. However, UW-Madison’s contract with the current box supplier expires on October 31, 2017.

On September 1, 2017, SBOP issued a Request for Bid on behalf of all state agencies and campuses, including UW-Madison, for a new supplier of record center boxes. Effective immediately, state agencies may purchase boxes from DOA’s Bureau of Publishing and Distribution (BPAD) using one of two methods:

  • Document Sales (SKU for the Record Center Boxes is 166D)

  • Bureau of Publishing and Distribution Web Portal (Please note customers will need to create an account and log in. On the left side, customers must enter "Box" in the search text field and click the search button. Clients using this site will be required to use a GSB USE CODE for purchase.)

Once the new contract is implemented, state agencies will continue to purchase boxes from BPAD and UW campuses will purchase them from Shop@UW, just as they do today. For more information, contact Cathy Neidner at (608) 266-3620.


Contract Spotlight

Laboratory Equipment, Supplies, Chemicals & Educational Materials Contract. Contract 505ENT-O18-LABEQPMENT-00 (Laboratory Equipment, Supplies, Chemicals & Educational Materials) has been made available to the State of Wisconsin agencies and municipalities through a Participating Addendum to the State of Idaho NASPO Master Agreements with Fisher Scientific, Nikon Instruments and VWR International. This optional contract replaces Contract 505ENT-C10-LABEQPMENT-00 (Laboratory Supplies) and is available to State agencies and municipalities. The initial term of the Master Agreement is April 1, 2016 through March 21, 2019 with yearly options to renew through March 21, 2021. Business Intelligence

MBE Report Clarification. We have recently received questions regarding the Minority Business Enterprise (MBE) certification status for the employment agency DI & Associates, Inc. and their parent company, DBA Spherion Staffing. To clarify, DI & Associates, Inc. is MBE-certified by the Wisconsin Supplier Diversity Program; DBA Spherion Staffing it is not MBE-certified.

Please be mindful when selecting the Supplier ID Number in PeopleSoft. Each company has a unique Supplier ID Number: DI & Associates, Inc. is #0000019174 and Spherion Staffing is #0000034429. If you are doing business with DI & Associates, Inc. but fail to choose the correct Supplier ID Number, these dollars will not appear in the STAR Business Intelligence (BI) MBE report. WISBuy

New Enablements. SKC Communications has joined the lineup of vendors on WISBuy. Its 16-item catalog includes speakerphones, headsets and related equipment compatible with Skype for Business. This is a mandatory enterprise contract for state agencies and the UW System (505ENT-M17-SKYPEACC-01); municipalities may optionally use this contract. We are pleased to announce two of the vendors on the Lab Supplies contract (Contract 505ENT-O18-LABEQPMENT-00, Laboratory Equipment, Supplies, Chemicals & Educational Materials) are being enabled in WISBuy. Users will be able to place orders for laboratory equipment and supplies from Fisher Scientific and VWR.
