Enables a town, village, or city to consolidate with a contiguous town, village or city. Requirements include:
- Ordinance passed by a two-thirds vote of both communities’ elected officials;
- Approval by residents in a referendum vote, and
- Approval by Circuit court and Department of Administration (only if the consolidation includes a town).
