Non-Discrimination in State Contracts Per 2019
Wisconsin Executive Order 1
Per 2019
Wisconsin Executive Order 1, State agencies and campuses have new requirements
related to non-discrimination in State contracting.
The
Department of Administration has adjusted standard terms and conditions to
reflect these changes and has published policy which provides direction on the
procedures agencies will follow to ensure compliance.
Procurement
Information Memorandum (PIM) 19-003:
Non-Discrimination in State Contracts Per 2019 Wisconsin Executive Order 1 has
been posted to the Index of PIMs found in the Procurement Manual, Section
PRO-B-10. New versions of forms DOA-3054 (Standard Terms and Conditions
(RFB/RFP)), DOA-3054A (Standard Terms and Conditions (Purchase Order) and
DOA-3832 (Bidder Required Form) have also been posted to the VendorNet Forms
page.

Prohibition of Discriminatory Boycotts of
Israel in State Contracting
Per
§16.75(10p), Wis. Stats., State agencies and campuses will not enter into a
contract with a company that is participating in a prohibited boycott. This
requirement affects contracts valued over $100,000.
The

Software
Licensing 101. IT procurement has many dimensions and the markets are
constantly changing. Buying evolving solutions for customers with
ever-increasing demands is exciting, but also carries its challenges. This
session will be a candid and practical look at negotiations, methodology, tools
and approaches to managing the sourcing and contracting processes of IT. Join
us as we review tools and methods that can be most effective in IT procurement
events. Participants will learn to recognize what makes IT procurement unique
and discuss ways to capitalize on those elements as well as discussing
negotiation approaches to IT contracts and software licenses.
The next
class is scheduled for May 8 from 9:00 a.m. to 4:00 p.m. and space is still

Flags -
Statewide Use. The Flags -
Statewide Use contract (505ENT-M15-FLAGSPPLIS-00)
is in its final renewal period and will expire March 31, 2020. Please contact Jeannie McCarville at (608) 264-9590 with any

Statewide
General Office Supplies and New Toner. The Office Supplies and New Toner contract
(505ENT-M14-OFFSUPPLY-01)
is currently in negotiations to extend the contract through June 30, 2019.

Remanufactured Toner and Ink Products. The Remanufactured Toner and Ink Products
contract (505ENT-M13-REMANTONER-01)

In-Person
Interpretation Services for American Sign Language (ASL). The In-Person Interpretation Services for
American Sign Language (ASL) contract (505ENT-M18-ASLINTERP-00)
has been updated to include an additional vendor, Purple Communications, and to
increase the available regions to Deaf Services Unlimited. In addition,
negotiations are currently in progress to add two additional vendors, Sorenson
Interpreting Services and Professional Interpreting Enterprise (PIE). Please

Tires,
Tubes and Services. The State of Wisconsin has signed a
Participating Addendum with Bridgestone Americas Tire Operations through the
NASPO ValuePoint Tires, Tubes
and Services contract (505ENT-M19-TIRES&TUBES-02).
Participating Addendums with Continental and Goodyear are currently in review
and have not been finalized. This mandatory contract is effective April 1, 2019
through March 31, 2024. The scope of this contract includes tires and tubes for
the following applications and vehicles: pursuit/performance, passenger, light
duty truck, medium/heavy duty truck and bus, off-the-road, agricultural/farm
and industrial; along with the associated services for mounting, rotating,
stem repair, flat repair, wheel balancing and alignment. Please contact Leann McGowan at (608) 266-8024 with any contract

Water
Softener Salt. The State Bureau of Procurement is starting work on an
enterprise Request for Bid for water softener salt. If your agency is
interested in participating on the standards committee, please contact Brooke Gullick at (608) 266-0817.
Police
Radar/Lidar Speed Enforcement. The State of Wisconsin has signed
participating addendums with Applied Concepts, Kustom Signals and Laser
Technology through the newly awarded NASPO ValuePoint Police Radar/Lidar Speed Enforcement contract
(505ENT-O19-POLICERADAR-00).

Strategic Sourcing: Tips and Tricks
Replace: When
editing text in the Strategic Sourcing module, look for the Replace icon in the
toolbar (to the right of the Magnifying Glass icon). This tool allows you to
quickly find and replace a word or phrase, similar to Word, and can be especially
helpful when updating template language.

WISBuy
Updates. Over the coming weeks, WISBuy users will notice
enhancements to the system, including:
Enhanced User Experience: On Monday, May 13 the shopping experience will be updated for all users. The system will continue to function in the same way, but the search menu will have a new look and some of the pages will have an updated layout.
New Punchout: Concordance Medical Solution has a new punchout for medical supplies. Users who have been assigned the medical role within WISBuy, will now have the option to shop from an additional vendor.

Staffing Updates
Nate
Thompson joined SBOP April 1 as a Purchasing Agent in CAPS. Nate comes to DOA
after thirteen years at the Gordon Flesch Company where he served as a
Purchasing Supervisor. In addition to being passionate about optimizing
business processes, his primary focus was leading a team of five in purchasing
over 40,000 items per year with an estimated spend of $50M. Nate received his
Bachelor of Science in Statistics from the University of Wisconsin and is a
Certified Supply Chain Professional from the American Production and Inventory
Control Society (APICS).
Brenda
Derge’s last day with the State Bureau of Procurement was February 15. During
her time with SBOP, Brenda served as a subject matter expert on a variety of
team projects and most recently managed statewide telecommunications contracts.
We thank Brenda for her service to DOA and wish her the best in the future.
