The Division of State Facilities (DSF) is responsible for managing the state's real estate portfolio, staffing the State of Wisconsin Building Commission, and providing facilities for all state programs through capital projects and leased space. Its functions include statewide facilities planning, evaluation and engineering services; real estate acquisition, architectural and engineering design, consultation, management and supervision of design and construction projects, energy conservation, heating plant fuel management, fuels procurement, administration of state building contracts, and ensuring access for people with disabilities to state buildings. The Division operates and maintains 30 major buildings in 7 cities throughout the state.  These include the State Capitol, the Executive Residence, and state office buildings in Madison. It is also responsible for all state real estate leasing, planning of office space and the implementation of the State's Minority Business Enterprise (MBE) Program goals for capital projects, leasing and other facility-related procurements.

 

The Division of State Facilities consists of three bureaus:

  • Bureau of Portfolio & Operations Management (BPOM) - Provides ownership and occupancy solutions for the State's real estate assets. BPOM administers the State Building Program and Building Commission activities across state government; manages the utilization and planning of the state's owned and leased real estate to lower the total cost of occupancy; provides statewide leasing activities and planning of office space; and develops the State Capital Budget and All Agency Budget for all state agencies including the University of Wisconsin System. The Bureau is also responsible for the development and implementation of DOA's Capital Budget and Facilities Investment Plan.

BPOM also provides integrated services for the Division of State Facilities. It provides division-wide contract management, administrative, information technology, performance management and other support services for DSF operating units and our customers.  BPOM staff supports DSF service delivery initiatives, Capitol Tour Program, employee parking management, and communication planning.

  • Bureau of Architecture and Engineering Services (BAE) - Building, remodeling and enhancement of statewide portfolio properties.  BAE oversees project planning, management/delivery of architectural, engineering, and construction projects, manages design, consulting, and construction contracts, develops state design and construction standards, guidelines for commissioning, sustainability and energy conservation planning, and building engineering services.

  • Bureau of Facilities Management (BFM) - Management of DOA real estate assets. BFM functions include building management, custodial services, trades unit, heating and power plant operations and energy conservation activities.
