 Introduction 

 
  The Consolidated Plan for the State of Wisconsin is a five-year expenditure plan for the disbursement of over $49 million federal and state dollars annually to local governments, public and private organizations, and businesses (as subrecipients), to meet the critical affordable housing and community development needs of Wisconsin's low- and moderate-income citizens. Over 90% of these funds are HUD formula grants for CDBG, HOME, ESG, and HOPWA.

The State of Wisconsin's CDBG and HOME funds are not typically awarded to local governments that also receive funds from HUD such as Appleton, Beloit, Eau Claire, Fond du Lac, Green Bay, Janesville, Kenosha, La Crosse, Madison, Milwaukee, Neenah, Oshkosh, Racine, Sheboygan, Superior, Waukesha, Wausau, Wauwatosa, West Allis, Dane County, Milwaukee County, and Waukesha County.
